When do I need a Plumbing Certificate of Compliance for a Randburg or Fairland property?

The Plumbing CoC (under the City of Joburg by-laws) is required when you sell a property. Your conveyancer will ask for it during transfer. It confirms the plumbing meets SANS 10254 (geysers) and SANS 10252 (water installations), the geyser is properly tied down, the drip tray and pressure-relief drains are in place, no cross-connections exist between drinking water and grey water, and there are no leaks. We also issue Gas CoCs (SANS 10087) where a property has gas geysers, hobs or fireplaces.

What's the difference between a Plumbing CoC, Electrical CoC, Gas CoC and Beetle Certificate?

These are four separate certificates each covering a different system. Plumbing CoC covers the water and drainage installation (us). Electrical CoC covers the wiring (a registered electrician). Gas CoC covers any gas appliances (a registered LP-gas installer, which we are). Beetle Certificate covers wood-borer infestation (a pest-control inspector). How long does a CoC inspection take?

A standard 3-bedroom Randburg or Fairland home takes about 2 hours to inspect. We check the geyser (anchoring, drip tray, vacuum breaker, pressure-control valve, T&P drain), every isolator, all visible pipework for leaks, every fixture, the connection to the municipal sewer, and any gas installation if present. If we find faults we quote them on-site and you decide what to fix; we don't issue a CoC until the property complies.

What are the most common CoC fails on Randburg homes?

The big four: geyser drip tray missing or undersized, pressure-relief drain not piped to a safe outlet (just dripping onto the roof), vacuum breakers missing on the geyser inlet/outlet legs, and slow leaks under kitchen or basin trap waste. On older Northcliff and Fairland homes (1960s-1980s) we also see lead-based jointing on copper sweat fittings that needs replacing, and hot/cold cross-connections in mixer taps where the seats have failed. All fixable on the same job most of the time.

Can you do the inspection and any required fixes in one visit?

Accepted Answer

Often yes. We carry the common parts (vacuum breakers, drip trays, pressure valves, washers, isolators) on the van so simple fails can be fixed during the inspection visit. Larger fixes (replacing a corroded geyser, re-routing a drain) we quote and book separately. Either way you get the signed CoC issued the same day the property complies, ready for your conveyancer.

Is the CoC valid forever or does it expire?

A Plumbing CoC issued under City of Joburg by-laws is valid for 2 years from the date of issue. After that it expires and a new inspection is needed for the next sale. Gas CoCs are also typically expected to be current (within 1 to 2 years) at sale. We keep a copy on file so if a buyer's conveyancer queries anything down the line we can re-issue or back up the original.
